General:
In obedience to Circular No. 6, Hd. Qts. Asst. Com. St. of Va, of date 29th January 1866, I have the honor to report that the feeling existing between the whites and the Freedmen in my Sub-District continues as uncharitable as ever with part of the majority of the former, towards the latter, and as distrustful on the part of the masses of the latter, towards the former. It is true, there have not been comparatively very many complaints, thus far, of serious difficulty in settling up for last year's labor; still, we have been so completely ice & snow bound here, for the last few months, that it is not unlikely various grievances remain to be heard from

There were two complaints made during the month, by Freedmen, of White Men threatening to kill them, as far as I can learn, without any cause whatever. One of the freedmen was actually shot at on the highway. These cases were both referred to the Civil Authorities, but I am unable as yet to state the final result. There were also two complaints on the score of beating - One, by a destitute freedwoman, against the Steward of the Poor House (where she had been sent expecting every day to be confined in child bed) - and the other by another freedwoman, against one of the
