Bureau of Refugees, Freedmen and Abandoned Lands,
Office Assistant Superintendent, Warwick County, Va.
Newport News, Va., January 31st 1867.

Brvt. Brig. Genl. O. Brown.
Bureau of R.F. & A.L.
Richmond Virginia.

Genl.
In compliance with Cir. No 6 Hd Qrs Asst. Com. State of Va of date Jan 29th 1866 I have the honor to report, that the condition of Bureau affairs remains the same as in last month's report except in one particular. The land owners are making the Freedmen much better offers than they last month could have hoped for. They need the labor of the Freedpeople & will not drive them off, or attempt to do so, if honest & industrious. I do not think that in the whole county over twelve families will have to leave the land they now occupy. These can easily get land & those farmers who wish their removal wish to employ as many or in some instances a greater number in their place. W.B. Jones clerk of the County Court instanced in my last report, as wishing the removal of sixty Freedmen, all he had on his place, is now willing to lease land to a large portion of them.
