I have the honor to make the following report of the condition of Bureau affairs in this Sub Dist. in compliance with Circular No. 6 dated Bureau R.F. and A.L. Hd. Qrs. Asst. Comr. Va. Richmond Va.

Since my last report I have endeavored to ascertain the cause of the disinclination of the Freedmen to hire themselves by the year, and I find that those Farmers who have always given good treatment and fair wages to the Freedmen have no difficulty in obtaining all the labor they require, while those who have paid low wages and treated the Freedmen with severity have the greatest difficulty in obtaining help, some can not hire labor at any price.  I should judge that the majority of the Freedmen in the Sub. Dist. have made, or are about entering into agreements for the present year
