General:
In accordance with Circular No. 6 I have the honor to report that Bureau affairs in this Sub District have been working well during the past month. The prejudice against the Bureau is growing less. So also the prejudices between the Whites and freed people. The general conduct of the Freedmen has been good, no disturbances amongst themselves or with white persons. The Freedmen show a willingness to work for those that treat them well and offer them reasonable pay.

The Freedmen are self supporting except a few indigent. This class are now admitted and taken care of at the Poor house. This Institution is not quite in as good condition or as well supplied with means as desirable. In some portions of this Sub. Dist.the citizens have failed to elect an Overseer of the Poor which fact has given some trouble in getting these from that portion of the county admitted.
