Sir: 
I have the honor to report in compliance with Circular No. 6. from Hd. Qrs. A. Com. of Va. that the Condition of feeling existing in the Sub-District of Prince Wm. County between the Whites and freedmen remains favorable so far as all outward indications enable me to judge. No cases have been tried in court involving freedmen and no complaints of a serious nature have been made to me. Settlements for 1866 and Contracts for the present year have been made with even less than ordinary difficulty. Of all the Contracts that I made and that I was cognizant of during 1866 I do not know of a single instance
