In compliance with Circular No 6 dated Hd Qrs Asst Comr Va Richmond Va January 29th 1866 I have to honor to report the feeling between the Whites and the freedmen to be very good, most of the freedmen have contracted or made arrangements for coming season. The citizens of Fauquier have commenced a persecution of loyal persons which requires prompt action in order to stay further persecution.

Enclosed is the statement of Alexander Benedict a loyal citizen he has been the butt of a series of persecutions which he would not until now make known. 

I believe him to be an upright man and one who attends to his own business and interferes with no one. Mr B Shumate the RR. Agent and his son Gouldey, I have reason to believe are at the bottom of the whole affair. Mr Benedict is a poor man and is not able to move back north.
