State of Virginia Richmond Va Jany 29 1867 I have the honor respectfully to make the following report. I have nothing of any special moment to report of the condition of the freedmen during the month, other than the destitution that prevails amongst them, their conduct and demeanor is satisfactory and Every thing that could be desirred. Many of the freedmen of this City are in an embarassing condition, upwards of twenty of the Tobacco factories have suspended operations, throwing several thousands
