General:,

Pursuant to Cir. No 6 Hd Qrs Asst Comr January 29th 1866. I have the honor to submit the following report of the condition of affairs in this Sub-Disct during the past month. I have entered upon the second year of my administration of affairs in this office, and I believe that the condition of the "Freedmen" to-day, is much improved from what it was in January 1866. The general results of the stoppage of the destitute ration, and of other articles which were distributed among the "Freedmen" without being the result of any exertion on their part has resulted well: the schooling has been a severe one and no doubt many have suffered greatly, but it has taught them self reliance and that prosperity can only be acheived by hand and laborious labor.
