still a greater number who cannot or will not understand the position which they now occupy. The latter named class will I fear be the cause of serious trouble to this office. Many will not pay rents and have not leased for the present year. In the village of "Newtown" for instance:

In neither of the above villages have the tenants entered into any new contracts for the coming year, some are very desirous of doing so and are ready and willing to pay their rents, but I regret to state, they are exceptional cases.
