General:
I have the honor to report that in all the counties of this District the freedmen are reported employed except in the counties of York and Elizabeth City.

In the latter one hundred and fifty unemployed freedmen are reported of whom a large proportion are women. The free granting of transportation to such points as freedmen may wish to go, will, in my opinion, within a year reduce the population of this county to a reasonable number. 

I would respectfully urge favorable action upon a recent application from Lt Reed Asst Supt for transportation to Florida for a party of about fifteen. Refusing this after all that has been said about going to that state, will make us simply ridiculous to these people
