I would also urge prompt action upon a late application of Lt Reed for transportation to North Carolina. From one farm near here nearly one hundred freedmen desire to return to that state, and are waiting upon the return of an application made by a few of their number; should it be granted many more will apply. 

February and March are the most important months in the year for the emigration interest; freedmen are then seeking their year's work and homes; these months are just before us, and I cannot too strongly urge the importance of freely and quickly granting their requests to go elsewhere.

The freedmen in this county are, to a remarkable degree, bestirring themselves to find homes; paying up arrears of rent and establishing harmonious relations with the whites. The same may be said of the colored population of Warwick Co.- lying adjacent to this.
