In compliance with circular no 6 Series 1866, I have the honor to report the general condition of Bureau Affairs, in the Cities of Norfolk and Portsmouth and County of Norfolk Va

The able bodied Freedmen & women are generally employed at remunerative wages and are enabled to make quite comfortably provision for their families.  The aged infirm and orphan children are extremely destitute and are dependent upon the Bureau or aid Societies for their support.

The majority of them having been Slaves before the war and having come into the county or cities since the war the authorities 

over
