I have the honor to transmit the following Monthly Report for the month of January 1867, in compliance with Cir No 6, Bureau R.F. & A L. Head Quarters Asst Comr V'a Richmond Va January 29th 1866, of the Condition of Bureau Affairs, the State of Feeling existing between the Whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the Sub District of Nansemond and Isle of Wight Counties V'a

The Condition of Bureau Affairs in this Sub District is good.  The Freedmen as a general thing have made their changes of places from those of last year, and have not failed to remember those of the whites, who have not used them in a becoming manner, and some of the Farmers find trouble in getting hands, who did not treat the Freedmen right or pay them their just dues at the end of the last year,  Those farmers who did not hesitate last year to take advantage in every respect of the Freedmen,
