In compliance with Circular No 6 Series of 1866, I have the honor to report the condition of Bureau Affairs in the 1st Dist of Va

The Hospitals and the organization called the Old Folks Home have afforded means to relieve all the extreme cases of destitution yet reported.  In the Old Folks Home located at Wise Farm there have been assisted 6 males and 9 Females, total of 15.  In the Freedmens Hospital at Norfolk 18 males and 19 Females total 37.  In the Small Pox Hospitals situated at Norfolk and Portsmouth 46 males and 32 females & two children total 80, have been assisted.  Total number of rations issued

over
