and freely opened to them, as to all others and they are treated in all respects as men posessing equal rights, then they will show that they are capable of self government.

They are naturally slow in thought and moderate in action but faithful and reliable.  They are temperate frugal and when properly trained industrious. 

They only need the education and proper treatment to become the best of citizens.  The law as now administered scarcely affords them the least protection, to the poor justice is rarely given
