General.

In compliance with the provisions of Cir No. 6 dated Hd Qrs Asst Comr V'a. Jany 29th 1866. I have the honor to report, that the feeling between the Whites and Blacks in the Counties of Northumberland & Lancaster is generally a friendly one. Some complaints have been made to me of the detention of Children who had been hired during 1866, but upon an order from me they have in every case been given up. Many of the Freedmen have not been paid for the year 1866. their employers stating, that owing to the failure of the crops, they were unable to meet their engagements. None of the Freedmen seem disposed to institute legal proceedings for the recovery of their wages, alleging that it would be of no use, as Justice
