I have the honor to submit the following report in regard to Bureau affairs in my Sub-dist. 

Nothing worthy of special mention has occurred since my last report, but there seems to be a growing disinclination among the Freedmen to regular and steady work; A great many have as yet made no arrangements for labor for the present year.

I have had no cases of extreme destitution or suffering reported to me within the last month. 

A good state of feeling seems to exist between the blacks and the whites and no instances of injustice or cruelty have been lately reported to me.   The blacks
