General,

I have the honor to make the following Report of Affairs in general pertaining to the Bureau, in my Sub. District comprising the counties of Wythe Carroll Grayson Smyth Bland and Tazwell, for the month of February, 1867. 

The Freedmen do not manifest a very strong inclination to enter into labor contracts for the ensuing year they prefer to rent land and crop to themselves or to crop with the land holders for part of the crop raised.  

Although the Winter has been a very severe one very little actual suffering has occured among the Freedpeople the civil authorities have been Very prompt so far to relieve those who were in actual want and not able to support themselves,
