From the limited insight into affairs I have thus far obtained in this Sub-District I am not favorably impressed with their condition. The old ideas of the rights of white men with regard to "niggers" seem far from being rooted out of these people. The freedmen seem to feel insecure and take oppression rather as a matter of course from the whites. Complaints of little  petty meannesses such as evading settlement of claims, driving off &c are common and seem to meet with no sort of redress from the courts. The three schools of the Sub Dist at Louisa C.H. Orange C.H. and at this place are in a flourishing condition and are doing excellent work. The health of the freedmen is generally good and at this time they are all self supporting except the patients in hospital
