in compliance with Circular No "6." Hd Qrs. Commissioner State of Virginia, I have the honor to submit the following report

Since my last report, no perceptable change has taken place in Bureau affairs in this County, everything is working smoothly, and in the main satisfacorily.

There are still a large number of Freedmen out of employment, nor will they be induced to make contracts for a longer period than one month at a time, reserving the privelege of leaving those with whom they engage, at any time, on the expiration of a month. consequently there are a great many who have not been able to secure a sufficient number of hands for this year. Those of the Freedmen who have entered into contracts for the year
