for the outraged party which was to have been expected. The whole matter was hushed up; and I believe that it would not have been brought to the attention of the civil authorities but through the intervention of this office. From my observation in this case I conclude that if left to the civil authorities alone, similar outrages might be repeated with impunity.
The case will be brought before the Grand Jury on the   11th proximo. The full particulars were forwarded from this office, as set forth in the sworn statements of Pierce and Carter, at the time of the matter was first brought to my attention.
A case of outrage upon the person of a respectable white woman by a colored man named Bartlett has occurred during the month. Bartlett has been known for a long time as a bad character. Up to this time he has not been arrested.
The number of cases of small thefts, misdemeanors &c has been more than usual during the current month. The colored school in progress at this place is doing well. A commendable interest is manifested upon the part of the colored people in the education of their children.
