I have the honor to make the following report in regard to the condition of Bureau affairs in this county during the month of February 1867.

The freedmen during the present month have been very quiet and orderly and no difficulties have occurred between them and the whites.

Considerable stealing has been going on in the county, but as the parties could not be found out, no arrests have been made. 

Labor is still very scarce in the county.  Nearly one half of the citizens are without any
