Reports in compliance with Cir No 6 cs 1866 feeling is improving owning to scarcity of good labor which comm'ds from $10 to $15 per month  settlements for last years services have been pretty generally settled satisfactorily.  Factories are opening and idlers are disappearing from the streets  The schools are prospering and have not been interfered with  Citizens are alarmed at present condition of affairs and the resumption of mil authority.
