General:-
In compliance with Circular No 6 series 1866, I have the honor to report the condition of Bureau Affairs in the County of Norfolk and the Cities of Norfolk and Portsmouth Va. to remain as when last reported. The freedmen are generally employed at remunerative wages and the demand for labor is sufficient to give constant employment to all. The Schools are making good progress and are extending their operations. More interest is taken in them, and efforts are made by the Freedmen themselves to establish and maintain schools under their own Supervision.

The number assisted in Hospitals has been increased during the month in consequence of the increase of the Small Pox. The measures adopted by the authorities not being sufficient to prevent the spread of the diseases. No rations have been issued outside of the Hospitals. Clothing and wood have been issued to the most destitute in various parts
