In compliance with instructions contained in Circular No 6, dated Bureau R F and A Lands, Hd Qrs Asst Comr, State of Va. Richmond Va, Jany 29th 1866, I have the honor respectfully to make the following report.

The condition of the Freedmen during the present month has occasioned necessary relief to be afforded, in order to prevent suffering.  A large issue of Rations has been made to the indigent Freed-people, which could not possibly be avoided.

The Factories upon which the majority of the Freedmen mainly rely, for the mentaniance of their families, have almost entirely suspended operations,
