Bureau R. F. and A. L. Office Asst Supt. Westmoreland and Richmond Counties. Va. Warsaw, Va. February 28, 1867. Ayres H. K. W. Lieut. and Asst Supt. In compliance with Cir No. 6, Hd Qrs Asst Comr. Va. Jany 29, 1866 reports the freedmen are generally at work. Whites generally go before Magistrates & have thier contracts signed. The Freedman asks to come to him - but the whites tell him it is not necessary - he has no power to sign contracts, and that they are sick and tired of the damn Freedmans Bureau.
