In compliance with instructions received, I have the honor to report, the affairs of the Bureau, in this Sub District, composed of the counties of Fredrick & Clark Va. 9th. Dist. Dept. of the Potomac, in very fair condition though no so good as I could wish. I have heard of more difficulties occuring between the Freedmen & whites during the past month than usual, Though they have not in any case amounted to any thing serious as yet.
The Freedmen are better disposed to do what is right & fair than the whites. The whites are to some considerable extend opposed to entering into contracts with the Freedmen at living rates
