and in some cases utterly refuse to have any thing to do with Freedmen who avail themselves of the advice of the Bureau, or, to use their own words will not have any thing to do with Niggers who have anything to do with Niggers who have anything to do with the d—d Niggers Bureau thereby showing that they are not disposed to deal fairly with them, but are doing all they can towards making it uncomfortable & unpleasant for them, and if possible compell them to work for barely nothing beyond a mere subsistence for themselves & families.

But notwithstanding this embarrassment the Freedmen are as a class doing very well by doing job work, and in most cases keeping themselves above actual want & suffering.

The testimony of Freedmen is now freely taken by all the courts of justice in this Sub District as far as I have been able to learn and but few arrests have been made for disorderly conduct or otherwise.

The school in this Sub District is doing well, and is well attended

I continue to issue rations to the sick & destitute
