General -
I have the honor to make the following Report on the condition of Bureau affairs for the past month.

There have been no efforts on the part of the Counties of this Sub district to provide in any way for the support of Colored paupers. This throws the burden of support upon the relations or friends (if they have such) of such paupers which in their present condition is a tax than they can well bear, and on account of this there have been many instances of extreme suffering among such destitutes as have no friends.
