I have the honor to report that the conditions of Bureau Affairs remains without material change since last report, there having been during the present month, no interruption of the amicable relations then existing between the two races. The arrangements for labor during the present year have been completed very generally on the system of written contracts between the parties, introduced and recommended by the Assistant Superintendent of the Bureau last year; the terms as far as I have been able to learn are just and equitable, and the freedmen prefer to work for a share of the crop than for monthly wages. 

The people are working vigorously to get all of their arable land cultivated and devote their attention almost exclusively to home interests, taking very little interest in politics, but if the question
