In compliance with No 6 dated Hd. Qrs. Asst. Commissioner Va. Richmond Va. January 29th 1866. I have the honor to report the condition of Bureau Affairs in this Sub District. 

There is an increasing disposition among the Whites to treat the Freedmen with consideration. They are beginning to realize the fact that they are to have labor to cultivate their lands, they must treat the Freedmen like men. There is a scarcity of labor and but few are able to obtain all they want and the Freedmen are able in a great measure to choose their employers, most of those who are married object to their wives performing labor in the field and would not enter into contracts this year which required them to do so, although they are willing to have them perform any kind of indoor labor, very amicable
