have I seen so much earnest energy and industry manifest by the freedmen, and yet they are not paid any thing like the price they were hired for by their masters when they were slaves, and I am sorry to say that in many instances where they contract for the year at 40 per cent less than they were hired for in Slavery At the end of the year they are not paid at all If the Gov'mt desires to make these people of benefit to the country they must see that they are paid for their labor, I am Captain Very Respectfully Your Obedient Servant G B Carse Bt Colonel V.R.C. and Asst Supt &c The above is a true copy of the Report forwarded by me on the 1st day of February 1867 for the month of January 1867 G B Carse Bt Colonel V.R.C. &c
