General.

I have the honor to report that the state of feeling between the White People and Freedmen of henry County is somewhat improving, while in Patrick a great deal of injustice is shown the Freedmen, by their Employers in the settlement of wages for last years work.  During the past month I have remained in Henry Co, while I have adjudicated a good many cases, at the mutual request of the parties.  In Patrick I think it impossible for the Freedmen to obtain justice until the military compel the courts to do justice: the Freedmen have ceased almost entirely to resort to the Courts for justice although there are many strong friends of theirs in the County who treat them very justly and who are trying to bring about public sentiment in their favor.  I have conversed with some of the prominent citizens, who are their friends, and they strongly recommend the making an example of one or two cases
