Stone Supt 2nd Dist Petersburg Va Major In obedience to Circular No 6 series of 1866 Hd Qrs Asst. Comr. Dept of the Potomac, I have the honor to report that there has nothing transpired during the last month pertaining to Freedmens affairs within this district that would materially change my report of the last month under the same Circular. The feeling existing between the two races does not appear to be much improved, and while the colored population in their present state of ignorance receive no legal protection other than that of the civil courts as they now exist in the South, their advancement will be slow.
