In compliance with Circular No VI from Head Quarters Asst. Com'r Bureau R.F. & A.L. State of Va dated Richmond, Va., Jany 29 1866, I have the honor to submit the following Report relating to the condition of "Freedmen's Affairs" in the above named counties at this date.
