number and to prevent encouragement being given to the pauper population to live without labor. The list however as compared with that of January has been reduced.
The necessity for the issue of rations to a certain class of the colored poor must continue until a more settled condition of southern society is reached through the action of the Southern people themselves. At present as a general thing, they do not seem disposed to do anything either toward advancing their interests or improving the condition of the race in any regard and the colored people feel that it would be inhuman almost to withdraw the protection now extended over them by the Government through the Bureau.
