I have the honor to make the following report of operations of the Bureau, and Freedmens affairs in my Sub Dist comprising the counties of Washington Russell Buchanan Scott Lee and Wise for the month of February 1867 as follows,

The Freedmen find enough of labor are all working and receiving fair wages.  They receive eaqual [[equal]] justice in civil courts and behave themselves very orderly and are industrious.  Many are contracting with farmers to work for part of the crop this year and receiving liberal advantages to have something at the end of the year for their labor.
