I have the honor to submit the following "Report of Bureau Affairs" required by Circular No. 6 from Hd Qrs Asst Comr. Va. 

I have heard of no cases of personal violence 
toward the Freedpeople during the past month the 
scarcity of good hands seems to impress the Planters 
with the necessity of retaining those they have 

The Freedpeople seem inclined to work quickly though I hear complaints to the effect that they do not get
living wages- I have applied to your office for information regarding the validity of Contracts- very few people have contarcts, that in my opinion, are 
valid - most contracts bind no person but the Freedman and specify that he shall forfeit all his wages due, or portion of crop, if he leaves his employer before the
