General,
   I have the honor to transmit the following report in compliance with Cir No 6 from Hd Qrs Asst Com of Va of date January 29 1866 of the condition of Freedmen's affairs, the state of feeling between whites and blacks, and of the facts bearing upon the welfare of the latter in the Sub District of Orange and Louisa Cos for the month of February.
   The condition of Freedmen's Affairs in Louisaa County in my judgement is not favorable. There is a great deal of the old absolutism still in the dispotion of the whites towards the freedmen that has a strong ascendency over them and is grinding in many ways.
