General-

I have the honor to report in compliance with Circular No 6. H'd Qrs Asst Comm'r B.R.F. & A.L dated Richmond V'a January 29" 1866- the Condition of Bureau Affairs in the Counties of Culpeper and Rappahannock V'a which compose my Sub Dist, for the month ending February 28" 1867-

The Freedmen are not generally entering into agreements by the year- They prefer to cultivate land on shares or hire themselves by the month. The larger part of contracts already made are for the cultivation of land on shares. The farmer giving in most cases 1/2 or 1/2 of the crop in addition to furnishing the necessary teams, Implements, seed, house rent & fire wood, &c which is much better than the terms of similar contracts last year. No complaints have been made to me during the month by freedmen, of ill treatment at the hands of the whites. Everything in this.
