In compliance with the instructions contained in Circular No 6 Hd Qrs Asst Comr. Va Series of 1866, I have the honor to report that affairs have been usually quiet in this sub-district. The same unfriendly feeling towards the freedmen and the U.S. Government that I have met everywhere in Virginia, is not on the decrease.
