I have the honor to transmit the following Monthly Report for the month of February 1867 in compliance with Cir. No.6 Bureau R.F. & A.L. Head Quarters Asst Comr Va Richmond Va January 29th 1866 of the condition of Bureau Affairs, the State of feeling existing between the whites and the Freedmen, and other facts connected with the welfare of the Freedmen in the Sub District of Nansemond and Isle of Wight Counties Va.

The Condition of Bureau Affairs in this Sub District is good. The Freedmen as a general thing are at work either on farms, the Rail Roads, or on the river and are receiving remunerative wages. Some of the farmers experience difficulty in obtaining hands, caused chiefly from their mean actions toward the Freedmen the last year. Those of the farmers who paid and treated the Freedmen well the last year, have no difficulty in obtaining all the labor they need. During the month I have procured several children and returned them to their parents, they having been left by their parents when they left their former owners. I have heard of no particular case of
