I have to forward the following report for the month ending February 28th 1867.

Matters pertaining to the interests of the Freedmen remain much as when I made my report for the month of January 1867.

I am daily called upon by quite a number of colored people who are unpaid for their last years work.

The small pox hospital will be opened in a few days.

The schools for Freedmen at this place are in a flourishing condition and are well conducted.

I trust that ere the close of the present month I will be instructed to open my court for the adjudication of difficulties arising between the Whites and the Freedmen.
