General, I have the honor to make the following report in reference to the affairs of the Bureau in this Sub District, comprising the counties of Montgomery, Pulaski and Giles, 8th Dist. Dept. of the Potomac, for the Month of March 1867.

No particular change of affairs has taken place, since last report. A larger number than usual of the Freedmen have contracted for the rent and lease of Lands, ranging from one to five years. Some of them on Shares, others clearing the Land for the profit that may accrue from its future cultivations. All parties begin to see the importance and advantage of having written contracts or articles of agreement.

The Severe winter has cause considerable destitution among those Families
