I have the honor to make the following report of operation of the Bureau And Freedmans Affairs in my Sub Dist Composing the Counties of Washington Russell Buchanan Scott Lee and Wise for the month of March 1867. As Follows
There has been a supply of clothing issued to destitute Freedmen by Byther Bureau Agent. Articles of Agreement drawn up between Farmers and Freedmen and their right carefully attended to during the month. The Freedmen are doing very well and all supplied with labor at compensating wages.  But five lawsuits between them and the whits and their affairs seems to be getting better.'
