Sir;
I have the honor to report no change since last report in the conditions of Bureau Affairs in this Sub-Dist.
The freedmen are all at work, and there have been no reports of collisions between the two races, nor unjust treatment of them by the whites, during the present month.
The supply of labor is not equal to the demand and the farmers are bringing many laborers from Richmond.
The Reconstruction Bill has made no change in the administration of justice in these counties, no official information or instructions having been received in reference it, but has reviewed the dread of confiscation, and has made a marked change for the better in the treatment of northern men by the people here.
