I have the honor to transmit the following monthly report for the month of March 1867 in compliance with Cir No 6. Bureau R.F. & A.L. HeadQuarters Asst Com Va Richmond Va January 29th 1866 of the condition of Bureau Affairs, the state of feeling existing between the whites and the freedmen, and other facts connected with the welfare of the freedmen in the Sub District of Nansemond and Isle of Wight Counties Va.

The condition of Bureau Affairs in this Sub District is good. The freedmen who are able to work, are as a general thing all employed at fair wages and are satisfied and contented. There are very few cases now where the freedman is imposed upon in his contract. Where they have not been treated properly the last year, they cannot be induced to work again for the same parties, and their contracts this year are for short periods, so that they cannot be wronged.
I have heard of no particular case of oppression
