Sir-
In compliance with instructions contained in circular 6 January 1866 Hd Qrs Dept of the Potomac- I have the honor to report that there has been a visible change for the better in the general aspect of affairs in this sub-district. The people seem to feel that it is useless to continue the struggle against the federal government, and that they had better accept the terms now offered them. I do not think that this feeling arises from principle, but from a fear that slimmer measures will be imposed, if the present plan is not acted upon. Nor is this feeling amicable there are some men, who have not yet got the "moss off of their backs"
