In compliance with Cir No. 6 dated January 29 1866 reports a marked improvement in the state of feeling between the whites and freedmen, states many of the most prominent men, particularly those who are expected to be candidates for office, have become very much interested in the welfare of the blacks, No outrages have occurred since his last report.
