General,
In compliance with instructions contained in Cir. No "6" dated Hd Qrs Asst Comm Bur RF&AL. Richmond Va January 29th 1866. I have the honor to report, that a marked improvement in the state of feeling between the whites and freedmen has taken place during the month of March. Many of the most prominent men, particularly those who are expecting to be candidates for office, have become very much interested in the welfare of the blacks. There has been no suffering for food during the month among the freedmen and but very little among the poorer class of whites.  
No outrages have occurred upon either side since my last report. No arrests or complaints against freedmen have been made during the month of March.
